Concrete Floor In Kitchen Damp

I am pretty sure the problem comes from where the wall has been knocked through into the lean to the floor went from wood to concrete.
Concrete floor in kitchen damp. It is not condensation and i have done quite a lot of other checks e g. The concrete goes from wall to wall no gaps no water proof membrane and the damp goes up the wall 3 feet. Mains internal pipework etc so the damp appears to be rising though the concrete.
